Mid-build, requests keep arriving — from stakeholders, and from the
builder itself ("while I'm in here, should I also…"). The scope fence
answers them without a meeting: anything touching an OUT_OF_SCOPE
item is a change request for the backlog, not a build instruction.
Fill in the condition: True when any fenced item appears in the lowercased request.
