The "runbook" is a sentence. A junior cannot execute a
sentence. Replace it with a dict that has the four fields
a checkout can follow: detect, rollback_if_at_least,
named_human, writeback.
Use error_rate, 0.08, release-owner, and
incidents/log.jsonl. The print statements stay as they
are — they read those four keys.
